Hello,
My wife said she would like to get a turtle(Awesome!) anyways I have two stipulations. I do NOT want an aquatic turtle at the moment. I do NOT want something that gets huge. What types of options are available.

Check out a Malaysian Box Turtle. They are more like semi aquatic from what I understand. Or if you really don`t want aquatic then I think you want to go more the route of a Tortoise.

You have a lot to choose from. Box turtles of all kinds, though they do appreciate a water feature. Wood turtles, the same.
As per tortoises, you have the testudo and agrionemys species that are commonly available, and make great pets as per maximum size. If money isn't much of an issue, you also have pancake torts, hingebacks, and star tortoises that don't get to large.
Do note however that tortoises need larger enclosures per body size then what is generally recommended for other herps. Consider a 4 x 2' enclosure to be a minimum size for one individual, though really small guys may get away with a bit smaller. If you plan on a pair, you'll want larger.
